Executive Mosaic is honored to announce Rick Holgate — chief information officer at the Bureau of Alcohol, Tobacco, Firearms and Explosives — as the newest member of the Wash100, the premier group of leaders who drive growth and innovation at the intersection of the public and private sectors.
Holgate joined the Justice Department agency in August 2009 and oversees ATF’s information technology services for 7,500 users, as well as the agency’s forensic services work across three laboratories and a fire research facility.
One item of increasing importance on his agenda is mobile devices and he discussed how this disruptive technology has changed employees’ lives outside the workplace at a September 2013 conference, according to CIO.com.
“That’s really what’s changed in the last five to 10 years, we’ve all become much more accustomed to having technology at our fingertips, having our own technology, and having the ability to do things on demand, in real time on those types of platforms,” Holgate said.
Holgate began his government service career in 2004 with an assistant director role at the Naval Criminal Investigative Service, where he oversaw IT services and led the agency through its transition to the Navy Marine Corps Intranet.
Prior to NCIS, he served as a senior manager at BearingPoint and worked with clients such as the Defense Department on project management, team organization and business development.
While at MITRE Corp., he collaborated with clients in the intelligence community, Air Force and Army on base realignment and closure and environmental restoration; chemical weapons demilitarization; and arms control verification.
