Executive Mosaic is honored to announce Jill Singer, partner at Deep Water Point, as the newest inductee into the Wash 100, the premier group of leaders who create value for the American public and execute strategic vision at the intersection of the public and private sectors.
Jill joined Deep Water Point in August 2013 with more than 25 years of experience supporting federal transformation, technology, leadership and strategy across industry and the public sector.
“The rapidly changing federal agency environments, programs, rules and budgets are impacting the strategic goals and growth potential of many organizations in the government market,” Singer noted when she joined the firm.
Singer had previously served as the chief information officer at the National Reconnaissance Office and “used her understanding of our mission and her experience in the IT community to help the NRO see and achieve improvements that others didn’t think possible,” according to Director Betty Sapp.
She took on oversight of NRO’s strategy for information management and assurance and IT management from the deputy CIO post at CIA. Singer had earlier served as chief of systems engineering, architecture, and planning for the agency’s global infrastructure organization.
In her current role, she helps Deep Water Point clients pursue contracts with the intelligence community. During her time with industry, Singer held positions with SAIC, GE Aerospace and IBM.
“My parents taught me to believe in the American Dream where my generation would have it better than theirs through education and hard work,” Singer told CloudNOW.”

Singer currently serves as an executive-on-ground for the University of Virginia’s McIntire School of Commerce and serves as co-chairman of the AFCEA International Cyber Committee.
She also noted to CloudNOW that “I also had many teachers that stressed the importance of education as a boot strap to the future.”
