Executive Mosaic is pleased to introduce David Wennergren, senior vice president of technology at the Professional Services Council, for the second consecutive year, as an inductee into the 2016 edition of the Wash100 — Executive Mosaic’s annual selection of influential leaders in government contracting.
Wennergren said in an August 2015 interview with FCW that acquisition personnel at government agencies should be information technology-savvy in order for them to ask federal contractors certain questions and meet objectives.
He also noted in an opinion piece one month later that in order to achieve full implementation of the Federal Information Technology Acquisition Reform Act, agency officials need to adopt a culture based on outcomes.
“It takes a concerted effort by agency leaders to ensure the cultural change necessary to move from organizational resistance to acceptance of the new order,” Wennergren wrote in the article published on FCW.
Wennergren also called on the government sector and industry to concentrate on measurable outcomes when it comes to developing cybersecurity strategies in a separate guest op-ed.
He added that network vulnerabilities “could be successfully addressed through the combination of strong identity management, attribute-based access control and security at the data level.”
Before he joined the Arlington, Virginia-based trade group, Wennergren worked at CACI International as vice president of enterprise technologies and services.
He held leadership roles at the Defense Department such as assistant deputy chief management officer, deputy assistant defense secretary and deputy chief information officer.
His government career also includes time as CIO at the Department of the Navy and he is a recipient of leadership awards from DoD, Federal CIO Council and TechAmerica.
