Executive Mosaic is honored to introduce Terry Halvorsen, chief information officer of the Defense Department, as an inductee into the 2016 edition of the Wash100 — Executive Mosaic’s annual selection of influential leaders in the government contracting arena.
Halvorsen assumed the role on a permanent basis in March 2015 after 10 months as acting CIO and is responsible for the delivery of information technology platforms and services necessary to support a wide range of missions across the military.
Our sister site ExecutiveGov spoke to Halvorsen in August 2015 for a wide-ranging discussion on partnerships between government and industry and the role of the workforce in those collaborations.
The Pentagon will be better equipped to decide which tools and products it should take in from the private sector if agencies and businesses were able to exchange staff on a temporary basis, Halvorsen said.
“We are also training the workforce to have a better understanding of industry’s responsibilities, processes and concerns, so that when they come back we begin to understand more about industry,” Halvorsen said to ExecutiveGov.
He previously held the CIO post at the Department of the Navy and has also served as deputy commander of the Navy’s cyber workforce and the Naval Network Warfare Command, where he helped manage space, information, network and knowledge management activities.
The Excellence in Government Leadership Fellow also supported Operation Just Cause, Operation Desert Storm and other international missions of the Army as an intelligence officer.
