The Wash100 Popular Vote contest has entered its ninth week with familiar names dominating the leaderboard—but not without a few notable shake-ups. Andrea Inserra, Horacio Rozanski, and Steve Escaravage, all of Booz Allen Hamilton, remain locked in the top three spots for the third consecutive week. While their vote counts saw modest increases—Inserra now at 1,132, Rozanski at 971, and Escaravage at 952—the real action this week came just below them.
Challengers Gaining Momentum
Scott Edwards of Summit 7 Systems holds steady at No. 4 with 732 votes, building on consistent weekly gains that continue to solidify his position at the top.
In a major push, Gen. Charles Brown Jr., former Chairman of the Joint Chiefs of Staff, added a significant number of votes to reach 716, closing in on the upper echelon and firmly maintaining his spot in fifth place.
But the biggest momentum shift this week comes from DeEtte Gray of CACI, who surged from 628 to 685 votes, climbing to the sixth spot. Toni Townes-Whitley of SAIC, a consistent presence in the top 10, also saw gains—rising to 637 votes and landing at No. 7.
Gray wasn’t the only CACI executive to leap forward: John Mengucci made a bold move from tenth to eighth place with 633 votes, signaling a potential long-term climb. Likewise, Juan Ramirez of the DOD CIO office shot up from 550 to 626 votes, rounding out the top 9 after a substantial 76-vote gain.
Tesla and SpaceX CEO Elon Musk, representing the Department of Government Efficiency in this year’s contest, is in tenth place, increasing his total to 622 votes.
Government Leaders Lurking Outside Top 10
Homeland Security Secretary Kristi Noem and Defense Secretary Pete Hegseth are neck and neck just outside the top 10, with 557 and 542 votes respectively. Both continue to perform strongly week over week.
State Secretary Marco Rubio hit 531 votes, followed closely by Bill Webner of Allocore with 481.
Others seeing upward movement include the White House’s Tom Homan with 443 votes, Venice Goodwine of the Air Force with 452 votes and CIA Director John Ratcliffe, who rose to 368 votes.
New to the upper-middle tier this week is Stephanie Mango of CGI Federal, making an impressive leap to 314 votes and breaking into the top 20.
Lower Rankings Still Active
While not in the spotlight, a number of executives continue to see healthy vote growth week over week:
- Craig Abod of Carahsoft at 307 votes
- Josh Jackson of SAIC with 298
- Matthew Tait of ManTech at 286
- Vincent DiFronzo of SAIC and Susan Wedge of IBM Consulting, at 279 and 276
With only a few weeks remaining in the Wash100 Popular Vote race, each vote continues to carry weight. The Booz Allen trifecta maintains its formidable lead, but the accelerating momentum of Gray, Mengucci and Ramirez suggests that the top rankings are still very much in play.
