“Gen. Guetlein is a forward-thinking leader who is reshaping the future of space operations. His commitment to integrating artificial intelligence and machine learning into national security strategies underscores his dedication to innovation. Under his guidance, the U.S. Space Force is developing an international strategy to strengthen alliances and partnerships, ensuring a collaborative approach to space security,” said Jim Garrettson, CEO of Executive Mosaic and founder of the Wash100 Award.
“Additionally, Gen. Guetlein is spearheading the Commercial Augmentation Space Reserve initiative, aiming to harness commercial space capabilities to enhance national defense. His visionary leadership is propelling the Space Force into a new era of technological advancement and international cooperation.”
Innovation in the Space Force
Guetlein, in a Senate Armed Services subcommittee testimony, highlighted the role of space and counterspace capabilities in maintaining the U.S. edge in space-warfare domain.
“Space has never been more critical to the security of our nation, and the success or failure of the joint force depends heavily upon the capabilities that we present,” he said.
In a separate gathering, the USSF space operations vice chief remarked on the powerful role artificial intelligence and machine learning will play in national security in the coming years.
The speed of anticipating and responding to emerging threats and gaining insights for decision-making is one of the key advantages offered by AI and ML, according to Guetlein.
The Space Force is also keen on further enhancing its domain awareness through the use of data collected by the Department of Commerce.
“We are really trying to take advantage of all data… So, I would imagine that as the Department of Commerce continues to mature this concept [a new space tracking system], we will definitely want to take advantage of what they’re doing.”
Accomplishing Space Domain Superiority Through Partnerships
During the 15th Annual McAleese Defense Programs Conference, Guetlein emphasized how raid action and a complete effort with strong military and civilian partnerships could drive domain superiority.
“We must invest more in test and training, in space domain awareness, in command and control, and the ability to control the domain,” he said. “We must continue to break down the security barriers and build stronger partnerships with our allies and with industry.”
Notably, USSF is developing a strategy that would enable early integration of international allies and partners into concept development and planning. This, according to Guetlein, is aimed at having systems that are “allied by design.”
Commercial Augmentation Space Reserve Initiative
Aside from international partnerships, the Space Force is also looking to boost its industry connections. The service branch plans to award up to 20 contracts to companies as part of its Commercial Augmentation Space Reserve program, or CASR.
Guetlein said five contracts will be awarded in 2025 followed by 15 more in 2026 potentially to cover for commercial space capabilities in both peacetime and conflict.
“What we know about this next fight is it’s not going to be efficient,” Guetlein said. “And we’re going to have to get comfortable with being inefficient. That means I need redundant capabilities, excess capacity, proliferation.”
Gen. Michael Guetlein’s Career Highlights
Guetlein assumed the vice chief of space operations post in December 2023. In the said role, he assists the space operations chief in integrating space policy and guidance, among other responsibilities.
He served as commander of the Space Systems Command from August 2021 until his current assignment. His other previous roles include deputy director and Air Force Element commander, National Reconnaissance Office; program executive for programs and integration, Missile Defense Agency; and program director, Remote Sensing Systems Directorate.
Executive Mosaic extends its most sincere congratulations to Guetlein and the U.S. Space Force for their inclusion in this year’s Wash100 list. Don’t forget to vote for Guetlein as your esteemed 2025 Wash100 awardee at Wash100.com!
