Bruce Caswell, Maximus President & CEO, Selected to 2021 Wash100 for His Leadership in Public Health Services, Contact Center Offerings for the Government


Executive Mosaic is thrilled to introduce Bruce Caswell, president and CEO of Maximus, as a 2021 Wash100 Award recipient for his responsible stewardship as the company sought to position itself as a leading health and human services provider for public sector agencies responding to the ongoing coronavirus pandemic in 2020.

Caswell has received a Wash100 Award, the most coveted award in all of government contracting (GovCon), for his leadership and contributions to the federal marketplace and GovCon sector for the last three consecutive years.

“Maximus has continued to grow topline at nearly 16 percent and benefited from Bruce Caswell‘s energetic leadership style, laser focus and commitment to help our nation fight the COVID-19 pandemic,” said Jim Garrettson, CEO of Executive Mosaic and founder of the Wash100 Award. “Bruce has dramatically increased the pipeline of new revenue opportunities while leading his organization to respond quickly to the urgency of the market.”

For his previous 2020 Wash100 win, Caswell was recognized for his efforts in supporting federal agencies’ missions in public health and human services sectors to improve human life, which became even more apparent after the influence of the COVID-19 pandemic hit the federal sector.

He noted during a recent conference call that COVID-19 response assistance contracts served as a “revenue driver” for Maximus and helped offset operational impacts from the pandemic.

“Initially, our COVID works centered around more immediate pandemic driven needs, such as contact tracing, disease investigation and unemployment insurance programs. Our work has expanded as government demand has increased into new areas,” Caswell told analysts in the call.

By the numbers, Maximus raised its full year revenue guidance to a range of $3.4 billion and $3.52 billion from the prior $3.2 billion-$3.4 billion range as the company expects new work to help government customers address the ongoing health crisis.

For instance, Maximus received a $40 million Alliant 2 task order to update an information technology financial management application at the Internal Revenue Service (IRS) in April 2020. The award came only six months after the company secured a $119 million cybersecurity contract from the IRS.

The Office of Personnel Management (OPM) also selected the company in July for a $13 million contract to support the agency’s health, vision, and dental insurance benefits enrollment process for federal annuitants.

Prior to the OPM award, Maximus unveiled efforts to help state governments adjudicate unemployment insurance and pandemic unemployment claims.

“Every day, our goal at Maximus is to help citizens connect to the vital services they need from government agencies,” said Caswell. “The COVID-19 pandemic has caused a multitude of issues for Americans…Our work with states is focused on ensuring these citizens quickly get access to the benefits they deserve and drastically cutting down on the backlog of unanswered claims.”

Maximus also formed a partnership last year with contact center software provider Genesys to bring the Engagement Platform, a cloud-based omnichannel technology offering, to the federal, state and local government markets.

“The Engagement Platform will enable agencies to deliver an optimized, omnichannel experience to citizens through a singular platform solution, focusing on end-user outcomes with the peace of mind FedRAMP authorization provides,” Caswell noted.

In October, the Maximus Public Health business launched to support government public health programs in meeting their public health needs, with Andrew Sommers — a former senior scientist in the Office of the Secretary at the Department of Health and Human Services — leading the MPH unit.

“I’m very proud of the progress we’ve made in the last nine years, including growing our federal business from about $90 million to about $1.4 billion over that time, said Caswell. “We’d like to continue to expand in the federal marketplace, especially within technology and helping our customers solve more complicated challenges with advanced technologies.”
