CACI CEO John Mengucci Selected to 2023 Wash100 for Sizable Contract Wins, Consistent Financial Returns

Mengucci has been the chief executive of CACI — among the most respected and formidable GovCon and information technology services organizations in the country — for nearly four years. Prior to his current role, Mengucci was the company’s chief operating officer, during which time he stood up the Shared Services Center, and president of U.S. operations, wherein he enabled the company to compete for larger contracts and opportunities. Before coming to CACI in 2012, Mengucci also led a series of multi-billion dollar business areas at Lockheed Martin.

CACI started off 2022 with a bang, securing a $514 million task order from the U.S. Army to evolve and optimize outside plant infrastructure and hubs that support data communications networks. CACI’s work under the single-award order will involve developing and setting up an underground fiber optic cable platform that enables command and control goals for the service branch.
“CACI’s understanding and unique OSP knowledge will ensure that this modernization maximizes the Army’s current infrastructure, evolves to incorporate the latest network standards, and supports Army communications for software, data and analytics at scale as well as network security,” Mengucci said of the endeavor.
In April 2022, Mengucci continued helping to modernize the DOD by earning a three-year, $258 million task order from the Defense Agencies Initiative to provide digital services and technology support for the DAI program office’s financial management and transaction processes.
“CACI specializes in providing distinctive enterprise resource planning tools to transform how U.S. Government works, ultimately reducing technical debt and saving time, cost, and resources spent on future technology investments,” stated Mengucci at the time of the latter award.
Proving the company’s agility and adeptness in multiple aspects of the DOD enterprise CACI also landed a $174 million task order from the U.S. Navy for research, development and analysis for a ship maintenance operation in September 2022. They additionally commenced 2023 with a $2.25 billion indefinite-delivery/indefinite-quantity contract from the Defense Counterintelligence and Security Agency for background investigation fieldwork.
As for its financial results, CACI enjoyed positive returns with Mengucci at the helm. Its revenue for the fourth quarter of fiscal year 2022 (ending in June 2022) saw a 5 percent increase to $1.64 billion and a 2.6 percent uptick to $6.2 billion for the full fiscal year. The company began fiscal year 2023 with a similarly strong revenue of $1.6 billion, which marked an 8 percent increase from the prior year period.
“We continue to successfully execute our strategy and invest ahead of customer need, demonstrated by our strong awards, large and growing backlog, and healthy pipeline of opportunities,” Mengucci remarked.
In December 2022, Mengucci told Defense News that CACI has allocated roughly $35 million annually for independent R&D efforts, mainly centered around signals intelligence, space and electronic warfare. This announcement signals Mengucci and his company’s commitment to helping the U.S. military keep pace with modern technological advancements and demands.
