LMI CEO Doug Wagoner Lands 6th Wash100 Award for Growth via M&A, Contract Wins & AI Push

LMI’s JJR Solutions Acquisition
Under Wagoner’s leadership, LMI acquired JJR Solutions in an effort to expand its technology modernization capabilities for federal government customers.
Wagoner said when the deal was announced in March 2024 that integrating JJR Solutions’ expertise into the Tysons, Virginia-based management consulting firm solidifies its commitment to providing customers with rapid, innovative, human-centered design offerings.
In a more recent interview with GovCon Wire, Wagoner also shared LMI’s M&A outlook.
“With M&A, we’re not buying revenue. We’re not buying growth. Most of our double digit growth every year has been organically generated. What we buy is access, presence and influence,” siad the LMI chief executive, adding that the company is focused on its current growth trajectory and is sticking to “access, presence and influence” as a beacon to guide its M&A activity.
Notable Contract Awards for LMI
Aside from purchasing businesses, LMI also grew its market footprint with recent contract awards from the government.
LMI secured a potential five-year, $115 million blanket purchase agreement to provide NASA headquarters, directorates and installations with data analysis and technical support services. It also booked a five-year, $55 million contract from the Centers for Medicare and Medicaid Services to support the Medicare Shared Savings Program, and a $19.6 million contract from the Department of Veterans Affairs to enhance suicide prevention strategies. The CMS and VA awards land LMI on GCW’s list of key healthcare government contractors driving innovation in 2025.
The Gen AI Revolution
In September 2024, LMI unveiled LIGER, a generative artificial intelligence platform designed to help federal agencies streamline government operations and provide them with actionable insights and recommendations to address complex challenges, and delivered it to multiple customers including the U.S. Army.
“We were asked to solve a very critical challenge that the F-35 program was having — it grounded the whole fleet. And that was really how we came up with the solution, to create an LLM for logistics, which we know really, really well. And that solution has evolved to what we call LIGER,” Wagoner said during the interview.
He also noted that the federal government is “rapidly looking at gen AI” and is “right there with the private sector in adopting it.”
