NSA & CYBERCOM Head Gen. Timothy Haugh Wins Second Wash100 Award

Leading Amid Growing Adversary Threats
Haugh was appointed to head both CYBERCOM and NSA in February 2024 and, already, he has led major programs with the aim to defeat China and Russia.
In April, he announced that CYBERCOM optimized its force and operations to ensure that the command is capable of countering adversary attacks in the cyber domain. He warned that cyber is critical to China and Russia’s military strategy, and U.S. networks are being targeted.
“We are particularly concerned with adversaries probing and exploiting our military and intelligence networks, compromising the U.S. defense industrial base networks in order to steal weapon system technology and accessing or attempting to compromise U.S. critical infrastructure,” the CYBERCOM chief explained.
Additionally, he revealed that China and Russia are accelerating disinformation using social media and other state-sponsored sites.
As part of its strategy to push back against Beijing, Haugh said CYBERCOM will offer the U.S. Indo-Pacific Command with the tools it needs to defend its area of responsibility. To counter Moscow, CYBERCOM is also working with the U.S. European Command to support Ukraine’s fight against the Russian invasion.
Introducing Advanced Tools Against Cyberthreats
Around August, the NSA director told the Intelligence and National Security Alliance that his agency possesses an autonomous penetration testing tool powered by artificial intelligence. The APT tool is designed to enable companies supporting the intelligence community to strengthen their cyber defenses.
According to Haugh, the APT tool expands the penetration tests of internal assets. The technology can identify problems and mitigate potential issues. The APT tool is available via the NSA’s Cybersecurity Collaboration Center.
Haugh is bringing the CYBERCOM and NSA to the present by encouraging the adoption of advanced technologies across both organizations to meet modern threats, making him worthy of receiving the 2025 Wash100 Award.
