AT&T’s Jill Singer Wins 8th Wash100 Award for Helping Strengthen Public Sector Communications

Executive Mosaic is pleased to announce that Jill Singer, vice president of federal solutions at AT&T, has been named to the Wash100 Awards class of 2025. The Wash100 Awards are given out annually in recognition of the most influential and impactful members of the government and government contracting industry. Singer’s win this year is her second straight and eighth overall.
Commenting on the AT&T VP’s achievement, Jim Garrettson, the CEO of Executive Mosaic and founder of the Wash100 Awards, said, “Jill has earned eight Wash100 recognitions for her tireless bridging of the gap between the telecommunications industry and the defense and intelligence sectors. DHS Contract for WPS & GETS
“This year, she helped secure a major contract with the Department of Homeland Security to modernize and safeguard its telecom infrastructure, reinforcing AT&T’s role as a trusted federal partner,” Garrettson noted, in reference to a 10-year, $146 million contract initially awarded in March 2024 that called on the company to provide DHS components such as the Cybersecurity and Infrastructure Security Agency and other government offices with the Wireless Priority Service, or WPS, and the Government Emergency Telecommunications Service, or GETS.
WPS is a federal program that works to allow cellular communications service providers like AT&T to give voice calls made using authorized devices queue priority over their wireless networks. GETS is an emergency telephone service that gives subscribers priority access and processing on local and long distance landline networks. GETS also works to help those phone calls overcome network congestion and degradation while ensuring a high rate of completion.
In September 2024, AT&T received an expansion of that contract to extend WPS and GETS into next generation 5G networks.
Support for Public Sector Communication
Regarding the award, Singer said, “AT&T has enjoyed a long-lasting relationship with DHS and CISA since the inception of these services and is dedicated to support the national security and emergency preparedness mission for the foreseeable future.”
With Singer’s help, AT&T in August also secured a spot on the U.S. Air Force’s $12.5 billion multiple-award Base Infrastructure Modernization contract. That potential 10-year indefinite-delivery/indefinite-quantity deal called for the modernization, maintenance and operation of the Air Force’s base area network infrastructure.
In March, the company received a contract from the Defense Information Systems Agency as well. The 10-year, potential $151.6 million deal called for national security emergency preparedness priority services in support of CISA’s Emergency Communications Division.
In line with efforts to support public sector communications, AT&T also partnered with the First Responder Network Authority on a 10-year investment initiative — announced February 2024 — to further enhance FirstNet, the U.S. public safety broadband network. The effort involves an initial $6.3 billion worth of investments that cover the construction of new FirstNet cell sites across the U.S. and the provision of always-on priority and preemption for first responders on FirstNet across all AT&T 5G commercial spectrum bands. An additional $2 billion in investments is expected.
A Respected Leader
Jim Garrettson went on to praise Singer’s contributions to her company as it worked to provide various communication capabilities to the government.
