A Standout Leader
“John’s leadership at Siemens Government Technologies continues to stand out as he guides the company toward innovative, high-impact contracts like the $107M award for energy services at Guantanamo Bay,” Jim Garrettson, CEO of Executive Mosaic and founder of the Wash100 Award, said regarding Ustica’s latest win.
“His perspective on the need for deeper collaboration between industry and the DOD is vital in driving the adoption of cutting-edge technologies. John possesses an ability to navigate the complexities of government contracting all while leading a company that’s pushing forward in digital and energy transformation.” Garrettson added.
Boosting SGT’s Business & Leadership
With Ustica at the helm, SGT saw multiple key accomplishments through 2024 and early 2025. These include securing a $107.4 million contract modification from the U.S. Navy for energy-related support services at Naval Station Guantanamo Bay, where the company had previously built a liquefied natural gas energy efficient power plant. Work on the contract modification is expected to be completed by April 2043.
The company also worked to bolster its leadership team with a number of key hires. In October 2024, Aaron Johns was appointed vice president of digital solutions. Ustica described Johns as possessing “a unique ability to effectively bridge complex technologies with easily translatable concepts and real-world challenges for our customers” and expressed confidence in his ability to contribute to the company.
In February 2025, SGT appointed as vice president of buildings and energy Stacie Ohler, whom Ustica described as “exactly the right leader for us at a critical juncture when traditional infrastructure is rapidly evolving through the integrated application of software and AI for enhanced energy efficiency, optimization and automation.”
Notably, in April 2024, the company named Elizabeth Larson as chief financial officer. In this role, Larson is responsible for financial, accounting, controlling and audit functions within SGT in support of technology and service teams.
Commenting on Larson’s appointment, Ustica had said, “Liz brings tremendous experience and understanding for the Siemens technology portfolio to help us address some of the most pressing challenges our customers face in energy, automation and digitalization.”
Promoting Government-Industry Partnerships
Ustica has also exercised his role as a thought leader in the government contracting space. In an article published on his company’s website, Ustica articulated his views on the Department of Defense partnering with industry. For SGT’s leader, such a collaboration would help maintain U.S. strategic superiority in defense and accelerate the adoption of a digital ecosystem.
“Through this synergy, the DOD can access a broader range of innovative solutions, streamline procurement processes, and implement advanced digital tools more efficiently,” Ustica said, adding, “Industry collaboration also facilitates the sharing of best practices and rapid integration of emerging technologies, ensuring that the DOD can swiftly adapt to evolving threats and maintain a technological edge over adversaries.”
Ustica also spoke with Executive Mosaic for an interview, during which he talked about the role that the organic industrial base plays in national security, how it must be fully modernized by the DOD, and how such an effort would require a customizable digital-first strategy.
“Generally speaking, a comprehensive OIB digital transformation strategy will require investment in integrated, flexible and long-term digital solutions that can adapt to an unpredictable military and geopolitical future with speed, accuracy and innovation,” Ustica explained.
The SGT CEO went on to discuss how his company is working with the DOD to accelerate its digital transformation and how his company’s offerings can help military services achieve network optimization.
Over the past year, Ustica has demonstrated his ability not only to guide his company to success but also lead the GovCon industry in terms of his perspectives on working with the government and promoting the adoption of advanced technologies. These are qualities that the Wash100 Award honor and celebrate.
Congratulations to Ustica and his team for this astonishing achievement!
