Roy Stevens Wins Wash100 Award Anew for Leading Leidos to Homeland & National Security Contract Wins

The Wash100 Award is a prestigious accolade given out annually to the 100 most influential and impactful members of the government and the government contracting industry in recognition of their accomplishments and in anticipation of future contributions.

Roy Stevens’ Latest Wash100 Win

Stevens’ win this year is his second overall.

Leidos Contracts With the Military

With Stevens’ help, Leidos secured multiple contracts with the U.S. military through 2024. These include an up to $987 million indefinite-delivery/indefinite-quantity contract awarded by the U.S. Air Force in December for post-production engineering and maintenance services to support foreign military sales customers of the F-16 Fighting Falcon aircraft.

“This win underlines Leidos’ commitment to supporting the U.S. Air Force and our allies, ensuring high resilience and interoperability,” Stevens said about the contract.

In October, Leidos was awarded a potential five-year, $303 million contract by the Department of the Air Force for planning, analysis and operation services in support of the Advanced Battle Management System-Digital Infrastructure network, a core DAF Battle Network component.

Commenting on the contract, Stevens said, “For battle managers to make faster and better-informed decisions, they need government and commercial technologies to work together seamlessly. We will lead the secure, rapid integration of cloud computing, data analytics, and communications capabilities so that our Airmen and Guardians have the tactical, operational, and strategic data they need.”

In April, Leidos received a task order potentially worth $267 million from the U.S. Army. Issued under the Responsive Strategic Sourcing for Services contract, the task order called for a variety of services, including hardware sustainment, modernization and logistics support.

In August, Leidos was again awarded a contract by the Army. Worth $191 million, the contract called for the continued modernization of Army mission software. Work covered the implementation of cyber-secure programs and the provision of system engineering and technical services.

“For the U.S. Army to deliver precise, longer-range fires to counter continuous innovation from near-peer threats, they need software systems capable of incremental modernization. Applying our expertise in DevSecOps, we will sustain and upgrade fires systems and integrate third-party applications supporting the vision for the Army of 2030 and beyond,” Stevens commented.

And just this January 2025, Leidos was awarded by the U.S. Navy a potential $120 million contract for cybersecurity and cryptographic key management services.

Regarding the award, Stevens said, “Leidos specializes in providing full spectrum cybersecurity solutions and has long supported cryptographic key management for the Navy. We look forward to providing an efficient and modern-day key management solution to our warfighters.”

Leidos Contracts With Defense Agencies

The company also secured contracts benefiting the agencies supporting the Department of Defense. These include a potential five-year, $206 million contract from the National Geospatial-Intelligence Agency that called for the sustainment and modernization of the software the agency used to accomplish its mission. The single award, indefinite-delivery/indefinite quantity-contract was issued in May under the NGA’s Exploitation Services Program.

“Geospatial analysts and data scientists face a deluge of data at a demanding pace. Leidos’ intelligence analysts and software experts are working together to create better geospatial tools to support NGA’s mission,” Stevens commented.

In February, the Defense Intelligence Agency awarded Leidos a $143 million task order to develop and implement a tasking, collection, processing, exploitation and dissemination system for the agency’s Open Source Intelligence Integration Center.

Regarding the contract, Stevens said, “This award serves as an important investment to operationalize artificial intelligence/machine learning capabilities in support of a critical intelligence mission.”

And in August, the NGA awarded Leidos another contract. The potential five-year, $86.4 million indefinite-delivery/indefinite-quantity contract deal called for lifecycle management services in support of the agency’s analytics systems. Work included software development, systems engineering, integration and operations and sustainment.

Concerning the award, Stevens said, “Geospatial intelligence analysts use a spectrum of tools and need them to perform to support their missions. Building on our longstanding relationship with NGA, we are committed to sustaining and evolving these analysis systems for ongoing decision advantage.”

Leidos Contract for Homeland Security

Also worthy of note is the company’s major contract with the Transportation Security Administration. Awarded just this January, the contract called for services to sustain transportation security equipment deployed at airports across the U.S. and its territories. Work covered by the deal includes program management, logistics and supply chain risk analysis.

“As air travel volume continues to grow, ensuring fast and frictionless TSA checkpoints will only become more important. Leidos will draw on our decades of expertise in predictive analytics, cybersecurity, and logistics to continue to provide exceptional mission support to TSA,” Stevens said.

The TSA contract has a maximum value of $2.6 billion.
