Booz Allen’s Steve Escaravage Wins 4th Consecutive Wash100 Award

This marks the fourth consecutive time that Escaravage has been named to Executive Mosaic’s annual list of the 100 most significant and influential leaders from the government and GovCon sector.
“Steve is one of Booz Allen’s brightest minds and most loyal leaders, having spent his entire 25-year career at the company. Steve Escaravage’s Appointment as Defense Technology Group Head
In December, Booz Allen named Steve Escaravage president of the newly established defense technology group.
He officially assumed the role on April 1, focused on accelerating capability development for the technology consulting firm’s defense customers, including the U.S. military, the Office of the Secretary of Defense, Joint Staff and NASA.
Escaravage’s appointment aligns with Booz Allen’s Velocity, Leadership and Technology, or VoLT, growth strategy.
The four-time Wash100 awardee brings to the role his expertise in helping clients scale artificial intelligence and integrating dual-use tech platforms across the digital battlespace.
Escaravage has been with Booz Allen for 24 years and held leadership positions within the chief technology office and civil, defense, commercial and international businesses. He most recently served as an executive vice president within Booz Allen’s global defense business.

Steve Escaravage’s Accomplishments as AI Business Leader
Prior to joining Booz Allen’s global defense business, Escaravage was head of the firm’s AI business. Under his direction, the firm was recognized as the largest provider of AI services for the federal government.
His leadership in the AI field goes beyond Booz Allen. In October, Executive Mosaic selected Escaravage to serve for the second time as chairman of the AI Group for the 4×24 Executive Leadership Series.
Escaravage said he looks forward to contributing to discussions focused on the current influence of AI.

Steve Escaravage’s Defense Technology Advancement Efforts
Under Escaravage’s direction, Booz Allen’s defense business has entered into partnerships with other industry leaders to advance the development and delivery of defense technologies to support warfighters and their missions.
In January 2024, the consulting firm announced a partnership with L3Harris Technologies to speed up the development and delivery of the Distributed Battle Management Node Tactical Operations Center-Light, or TOC-L, prototype to rapidly enable the Department of Defense’s Combined Joint All-Domain Command and Control, also known as CJADC2.
As the foundation of the prototype, the companies will use Booz Allen’s Modular Detachment Kit. MDK functions as an operational multidomain integration agent for tactical command and control.
“Warfighters need a highly mobile, tailorable, and scalable command and control system at the edge,” noted Escaravage. “MDK was designed to meet this operational need and enable new warfighting concepts, including joint fires. This proven solution exemplifies Booz Allen’s focus on applying innovation at the intersection of mission and technology while transitioning new capabilities from the lab to real-world operations.”
At the 2024 OffSet Symposium, the defense tech group president at Booz Allen talked about improvements in DOD’s adoption of commercial software, particularly the availability of better software testing infrastructure.
“The thing that’s preventing adoption of emerging technology [was] always the same thing: It’s access to accredited enclaves or computing environments, access to data, and then access to operational warfighters or folks in the mission to give their feedback. We have some solutions now… I’m actually fairly optimistic, while there’s still hurdles, we’re making great progress there,” Escaravage said at the event.
The defense business lead said he believes that DOD and the U.S. federal government should find new pathways that would enable industry to support defense missions as the country faces strategic competition.
When asked how to drive U.S. innovation, the 2025 Wash100 awardee cited the National Defense Strategy, which states that denial, resilience and cost imposition are the three areas that play a role in strengthening deterrence.
“Tech innovators should look at those three areas as a rubric for how they can support defense missions,” said Escaravage. “When it comes to denial, the U.S. has great capabilities around electronic warfare and cyber defense. Resilience is where autonomy and contested logistics come into play. Cost imposition is an area where commercial and attritable tech are crucial.”
According to Escaravage, Booz Allen is driving technological transformation to back defense missions through its venture capital arm – Booz Allen Ventures – and advancing investment in engineering infrastructure, enablers and tools across three categories: expeditionary edge mission technologies; tactical edge mission technologies; and digital enablers.
“We selected a set of missions that we’re investing behind and that we believe are at the core of transformation and modernization within the DOD,” he noted.
As he takes the helm of Booz Allen’s defense technology group, Escaravage is poised to lead his team in identifying mission gaps and designing and fielding mission-critical technology systems designed to help defense clients achieve military dominance.
