This is the first time he has been selected to Executive Mosaic’s annual list of the top 100 leaders in government and GovCon business.

In November, then-President-elect Donald Trump tapped Homan to join his incoming administration to oversee borders and deportations.

“Tom is back in action as President Trump’s border czar, bringing decades of frontline experience in immigration enforcement. Known for his bold, no-nonsense approach, he’s already making moves to tighten border security and ramp up enforcement efforts,” said Jim Garrettson, CEO of Executive Mosaic and founder of the Wash100 Award. “From overseeing ICE operations to coordinating with federal agencies, Tom is once again at the center of the administration’s push to secure the border and enforce immigration laws with urgency and precision.”

Border Czar’s Plans

When asked about the Trump administration’s deportation plan, he said efforts will begin with undocumented migrants who pose threats to national security and public safety.

“President Trump has made it clear we will prioritize public safety threats and national security threats first and that’s what the focus would be,” he said of the deportation plan in an interview on Fox News in November. “There’s thousands of gang members, illegal alien gang members we’re going to be looking for. Now, I’m going to say if you’re in the country illegally, you shouldn’t feel comfortable, absolutely not. I won’t feel comfortable.”

He also cited the potential role of the U.S. military in the mass deportation plan.

According to Homan, the Department of Defense “could be a force multiplier” on the border, and the military “could be used to help relieve law enforcement officers from administrative duties so they can get on the street and do what they’re supposed to be doing.”

“For instance, DOD could help with transportation. They could help ground transportation; they could help with air flights out. They can help with infrastructure building. They could help with intelligence, things that don’t require immigration authority. So if DOD can help me, great,” the White House official said on SiriusXM’s “The David Webb Show” in November.

During his appearance on CNN in December, Homan said he will need congressional funding, a minimum of 100,000 beds to detain undocumented immigrants and more ICE agents to implement the current administration’s mass deportation plans.

“Well, $86 billion is the minimum,” Homan said on Fox Business’ “Sunday Morning Futures.” “This operation is going to be expensive to begin with, but in the long run, there’s going to be huge tax savings for the American taxpayer.”

Career Background

Homan served as acting director of the U.S. Immigration and Customs Enforcement during the first Trump administration.

During the Obama administration, the West Carthage, New York native worked as ICE’s executive associate director of enforcement and removal operations. He was responsible for leading the deportation of undocumented immigrations.

He started his career in law enforcement as a local police officer.

In 1984, he joined the Immigration and Naturalization Service, where he served as a Border Patrol agent, investigator and supervisor.

With the establishment of the Department of Homeland Security in 2003, ICE replaced INS. Homan received recognition for his strong commitment to enforcing U.S. immigration laws, allowing him to take on several leadership roles within ICE.

Executive Mosaic congratulates Tom Homan and his team for his selection to receive the 2025 Wash100 Award.
