Tom Watson Wins Wash100 Award Anew for Boosting Serco Inc. With Major Contracts & Business Acquisition

The Wash100 Award is given out annually in recognition of the 100 most influential and impactful members of the government and government contracting industry. Watson’s win this year is his second straight.

Major U.S. Army Contracts
With Watson at the helm, Serco Inc. has secured major contracts with the U.S. Army. These include a $73 million deal awarded in November 2024 that calls for a variety of logistics capabilities and materiel readiness services such as acquisition and cost analysis, contingency and operational planning and strategic program mission support.
And just this January, the Army awarded Serco Inc. a potential $247 million contract to support the Holistic Health and Fitness System. Under the contract, the company will provide strength and conditioning coaches and cognitive performance specialists to deliver training that will help ensure soldier readiness and optimize physical and non-physical performance. Work under the contract also aims to reduce injury rates and improve rehabilitation following injuries.
“This is an exciting growth opportunity for us, which builds off of our many years of experience in human capital, training, and cognitive support for our military members and we are honored to have the opportunity to now support the H2F program,” Watson said regarding the deal.
Support for U.S. Defense
Serco Inc. has received several other defense-related contracts over the past year. In October, the company was awarded a spot on a multiple award Department of Defense Information Analysis Center contract. Potentially worth $33.2 billion, the contract called for mission-critical research and development support services. During that same month, the company was awarded a five-year, $97 million contract by the Naval Sea Systems Command to provide program management and business performance improvement support for five facilities, namely Norfolk Naval Shipyard, Portsmouth Naval Shipyard, Puget Sound Naval Shipyard, Pearl Harbor Naval Shipyard and the Ship Repair Facility and Japan Regional Maintenance Center.
Concerning the latter award, Watson said, “This contract continues Serco’s role as an impact partner to the Department of the Navy and NAVSEA. I am proud of the difference our team makes in implementing proven processes and initiatives that allow shipyards to better deliver ships, bringing proven efficiency to industrial operations and supporting mission critical programs.”
Serco Inc. also received a potential five-year, $90 million U.S. Air Force contract for the continued implementation of IBM’s TRIRIGA software and a $323 million contract to handle upgrades and repairs for the U.S. Space Force’s Pituffik Space Base in Greenland. According to Watson, the Air Force contract “reinforces Serco’s position as an impact provider of large-scale IT solutions for the DOD” while the Space Force contract “builds on Serco’s strong capabilities in systems design and installation, as well as our exemplary past performance on defense construction projects.”
Federal Civilian & Public Safety Contracts
Serco Inc. has also been awarded multiple government contracts to address needs beyond military and defense, including a $238 million deal with the U.S. Pension Benefit Guaranty Corporation. The potential five-year deal calls for customer support and day-to-day benefits administration services. Watson said the award gave his company the opportunity “to continue building on our 20-plus years of providing services in the financial well-being of millions of Americans.”
Serco Inc.’s other federal civilian and public safety awards in 2024 include a $193 million contract with the Department of Labor to provide career training and counselling services under the Veterans’ Employment and Training Services Transition Assistance Program in support of military service members transitioning to civilian life; and a spot on a potential five-year, $525 million indefinite-delivery/indefinite-quantity contract with the Federal Emergency Management Agency to support public assistance efforts during disasters and emergencies.
Acquisition of Northrop’s MT&S Business
Finally, under Watson’s leadership, Serco Inc. is moving to acquire the mission training and satellite ground network communications software business of Northrop Grumman. Announced just this January, the planned acquisition involves a purchase price of $327 million and is expected to close by the middle of the year.
Northrop’s MT&S business works to provide advanced mission training support. Watson said the acquisition of the business will help expand his company’s defense market footprint and bolster its existing collaboration with key customers. He also anticipates that the incoming MT&S personnel from Northrop will provide “positive impact and invaluable expertise” in various disciplines.

Further commenting on Watson’s second Wash100 Award, Jim Garrettson said, “Tom’s efforts have clarified Serco’s market position and through acquisition and integration increased the breadth of their market footprint.”
