SAIC CEO Toni Townes-Whitley Secures 2nd Wash100 Award for Driving Strategic Growth Through Innovation Investments

This marks the second consecutive time that the SAIC CEO has been selected to Executive Mosaic’s annual list of the top 100 leaders from the government and GovCon business, acknowledging her efforts in driving robust financial results and leading the company’s workforce in delivering value to government customers.

Toni Townes-Whitley on SAIC’s Enterprise Growth Strategy

In April 2024, the SAIC chief executive briefed the attendees of the 2024 Investor Day on the company’s multiyear enterprise growth strategy to accelerate organic growth and increase value for customers and stakeholders.

The technology integrator has committed to growth through a phased approach that focuses on building its portfolio and go-to-market approach, further enhancing its culture and improving the brand.

“Today is about connecting our people and our customers in a critical way to modernize and innovate now so that we may advance customer missions into the future,” said Townes-Whitley. “At SAIC, we integrate leading-edge technologies to ensure mission critical work gets done. This alignment to our customers’ greatest needs gives us the direction to bring value and grow organically while serving and protecting our world.”

During an earnings call in December, the SAIC board member told analysts that the company has seen progress on the first phase of its enterprise growth strategy, which calls for the contractor to “bid more, bid better and win more.”

“With $22 billion in submitted bids through the third quarter, we now expect to submit more than $25 billion for the full year compared to our prior target of $22 billion,” Townes-Whitley said.

The chief executive stated that the company expects the momentum to continue in fiscal years 2026 and 2027 and is raising its targets for submitted offers in both years.

“We now, in fact, see a pipeline to over $30 billion of submits in fiscal year ’27. Our backlog of submitted bids increased to nearly $19 billion on a trailing 12-month basis in the third quarter and increased from $17 billion in the second quarter. While our bookings in the quarter of $1.5 billion resulted in our trailing 12 months book-to-bill moderating to 0.9, we continue to have good visibility into reaching our target of 1.2 by the first half of fiscal year ’26,” she added.

Notable Contract Awards

Under Townes-Whitley’s leadership, SAIC won significant awards in the past year, including a $232 million contract with the U.S. Army for systems engineering and IT modernization support services; the seven-year, $494 million Safety and Mission Assurance Engineering Contract III with NASA; a $229 million contract with NORAD and U.S. Northern Command for IT support services; and a $120 million contract with the U.S. Navy for tactical training war game support.

In March 2024, the defense contractor reported that it received $284 million in awards from the U.S. Intelligence Community during the first two months of the calendar year.

SAIC’s Strategic Priorities

In June 2024, the former Microsoft executive provided updates on SAIC’s strategic priorities during the company’s quarterly earnings call.

Townes-Whitley noted that SAIC serves customers across five national imperatives: all-domain warfighting, citizen experience, next-generation space, border of the future and undersea dominance.

“These imperatives represent drivers of long-term and enduring customer demand. In order to increase value to our customers’ missions and grow more profitably across the five imperatives, we will work to progressively shift our portfolio and bid into four key growth vectors: Integrated Solutions, Enterprise and Mission IT, Civilian, and Mission Advisory,” she told analysts.

To improve SAIC’s competitive positioning in the market, the global tech leader stated that the company will prioritize investments in six portfolio differentiators: secure multi-cloud; digital engineering; operational AI; secure data analytics; system of systems integration; and on-demand solution delivery.
